[bcab] Website development

OK guys, I'm in the process of now creating the website. I want to make
it as accessible as possible but at present only using HTML code.
Please can someone remind me of the code bit that goes at the top of the
page, and also what text size is standard for body text and headings?
Many thanks - I know that I should know but it's been a while and I've
forgotten.
