typing in "start menu" only works in the address bar of windows explorer.
However, you can use shell commands in both that address bar and the search box
in the start menu, and one of these commands is shell:start menu. For more info

Thanks David, that was indeed the problem. If I type in "start menu"
into the search box though, I get the Start Menu & Task Bar properties, not
the folder where all the shortcuts are stored. Am I missing something?
