This is to do with cross-EU VAT rules, rather than rules on
access technology per se.
The rule is: if you are taking an order from a customer in
another EU country, and they can give you a VAT registration
number, then you don't have to charge them VAT. If they don't
have a VAT registration number, or can't supply one, then you do
charge then VAT (at your own country's VAT rates). The
rationale for this is, if they are VAT-registered in their own
country, they will be claiming back from their government, via
their VAT return, the VAT they paid to you, and then their
government tax authorities will be claiming it back from your
government, so why not just cut out all the confusing
paperwork? But if they aren't VAT-registered, they won't be
claiming it back, the governments won't be reimbursing it, so
you have to collect it.
Or it was not so terribly long ago when we had to build all these
VAT rules into a finance system I as doing the business analysis
for. THough these rules do change with monotonous regularity.
So no, it's not just the Germans, and not a con. Whether or not
the cash saving is worth the hassle of trying to register for VAT
and having the VAT returns to fill in will depend how much stuff
you buy from other EU countries.

noticed that they required my VAT number. I rang my taxation office,
who put me through to their VAT office, who told me that whether or not
VAT was available on a product depended upon the company selling the
product. I was advised to ask the ABBYY company to send me a VAT
exemption certificate. When I ask them, they said they did not provide
them and did not offer VAT to blind people. So I thought what the hell
and paid the full price.
Was I conned?
Maybe it's the germans! My purchase from British companies have
generally been VAT free and the company has been glad to send me a
certificate which I just sign and return to them, whether or not the
equipment has been for the sole use of blind people.
