  Hi Clive,

I don't know the answer, but why not just use a regular stereo cassette deck
and plug it into the line input jack of your sound card? If you already have
one of these, it may be a cheaper option.

Then you could use Sound Forge, Studio Recorder, or Goldwave to do the edits.

  All the best

  Steve

The Ion Tape2PC USB deck comes with Ordacity for the PC and Mac and
also EZ Tape recording software for PC only. I know Ordacity for the
PC is accessible but I've never tried it to know how good it is. The
question is is EZ Tape accessible? I doubt there'll be any
accessibility issues with the hardware as you just plug it in without
    even needing to install drivers.

It may be helpful to try to find blind users of EZ Tape to see if it
is accessible. Either way Ordacity is accessible and users of that
can tell you how it stands on quality and usability.

    Just my thoughts

    Dean
