You can force the keyboard to produce alt-tag text as well, but it takes
some scripting. I've used an old script confusingly called onfocus tooltips
to achieve this effect. Pity Microsoft haven't thought of it.

No Tool tips and alt tags are completely different things. I think tool
tips is what a sighted user sees when they move the mouse pointer over an
icon and leave it for a second or two. It's black text in a yellow box
that appears that gives a short description of the icon. Alt tags are
used to label graphics in web pages so that screen readers can read them
and hopefully give a useful description of what the image is.
