Hi Karina ,
No Tool tips and alt tags are completely different things. I think tool
tips is what a sighted user sees when they move the mouse pointer over an
icon and leave it for a second or two. It's black text in a yellow box that
appears that gives a short description of the icon. Alt tags are used to
label graphics in web pages so that screen readers can read them and
hopefully give a useful description of what the image is.
