Hi Eleanor,
 
If you are unable to drag the task bar using the mouse, try the
following:
 
1.    From the control panel choose task bar and start menu;
 
2.    You should land on an item called something like lock the task
bar.  Ensure that this is unchecked.
 
3.    Click OK and close the control panel.
 
Now, see if you can drag the task bar.
