What type of border have you chosen from the list available?
Have you tried using the Customised border?
If you Tab along the choices past Style, Border Colour and
Width you come to a section where you can select if Top,
Bottom, Left and Right borders are activated. You activate
the Border you want by pressing Enter on each one then Tab
to OK. Have a play around with these to see if this helps.
Let me know if it works, if not I'll have another think.

Hi all,
I have a Microsoft Document that I am working on at the
moment that consists of tables. The plan is that the top
cell of the table would have it's border hidden but would
contain a question, and the bottom part of the table would
consist of an area for the individual to respond. My
problem is that when I take off the border around the top
cell, the top line of the bottom cell also disappears. Is
there a way that I can still continue to use this method of
hiding the border for the top cell but having the border for
the bottom cell, with a line across the top so that it is
clear where people have to write their responses?
