I too have had trouble in the past with Tiscali and a year on I am still trying to tell them to go away and they aren't getting the message, sorry I can't help any further either I did hear of someone else having trouble with Tiscali as well so maybe your friend's problem is the same.

Hi Wendy,
Had lots of trouble with Tiscali in the past. No service, couldn't cancel the account either. As soon as I cancelled my credit card and they didn't get any money they were very quick to sort things out - but this a somewhat long winded way of sorting out the problem.
Friend on Tiscali just informed me that he is having trouble recently. Maybe a problem they are having - waiting a short while may be the answer.
