[bcab] SAPI for Mobile Windows?

I'm involved in an accessibility research group in the Computer Science
department at Loughborough University. I'm writing on behalf of a
final-year undergraduate project student who is doing some research and
development work that uses mobile technology. He would like to make his
application self-voicing if possible, so that people don't need to buy a
mobile screen reader to be able to access it.
We're wondering if SAPI exists for Windows Mobile 5/6 (when it comes
out) and I thought that this is probably the best place to ask! I've
used it on desktops before, but not mobile devices and can't find much
about it on Microsoft's site (which makes me doubtful, but still it's
worth asking).
If you know, please enlighten us!
