It's not in the toolbar on an opened message. Go to the toolbar on your
message list. You'll find what you need in the Send tab.

That's where I expected to find it, but didn't find an options menu in
my OE 2003 toolbar.

Hi,
I can't remember exactly where and haven't got OE here but it's
somewhere in the options which you'll find in the tools menu. I think
it's in the compose tab but can't be sure - it's a checkbox sazing
include original when replying or something like that.
