Wendy, there are many, many programs in your PC, doing things you aren't aware of. Most of these aren't intended to be played with, thus won't appear in the start menu, which is a series of short cuts to those you are likely to need. A lot of them are only used by other programs, thus there is no point in cluttering up the start menu with them.
