If that's the response you got, I'd go higher with your complaint.  That person 
you spoke to was clearly uninformed and in need of some training I suspect.

I found this as well mel.  I have reported it to tv licencing, but they came up 
with some rubbish about me being blind, so being unable to change things on the 
website?  Rubish to hell and back that.

Hi Wendy,

Yes, the list opens up, but how do you actually choose a category because once 
you come out of Forms mode, the box hasn't changed.

It sort of works.  Go into forms mode on choose a category, press alt down 
arrow, then come out of forms mode.  Then the list of categories appears below 
the read only edit box.  Do the same for choose a topic.  It isn't the most 
friendly way to do things, and the real difficulty is that there is no contact 
information to which we can send complaints about the website.
