Hi again Eleanor,
The only other possibility I can think of is also in the same dialogue
as the previous suggestion but is called "Keep the task bar on top of
other windows". Check this box and try moving again.
It is possible that although you can see the task bar it is showing
through another window whose priority is stopping you from performing
any action on the task bar itself.
Other than this, I'm afraid I am at a loss.
