No but could be a force for political change. i.e. if your website is
accessible, you'd get to the top of Google. Trouble is, in reality it'd
probably just make more people go to MSN Search or Yahoo instead.

How about a few thousand responses on Google's feedback section of this
page suggesting that they use this as their default search system. Then
if individuals, organisations or businesses want to turn up high in
Google searches, they would have to make the site accessible.
