There is a very basic phone which might be what you are looking for. It's the Oasis and you can find info about the phone at www.rnib.org.

Hi List,

Ok, I've managed to live without a mobile phone up till now
but can't fight the inevitable any longer.

Obviously I will need speech access but I don't want all the
bells and whistles such as Internet access and camera at
present, I may think about a more sophisticated phone later.
Right now, I just want to be able to phone or tedxt someone.
Also, the phone must have a reasonably spaced keypad as my
touch is not that good.

Any advice most welcome.
