Your client would only be able to dictate in Arabic if he had Dragon
NaturallySpeaking in the Arabic language (if there is such a version).
He would not be able to completely control the computer even in English
if he was using an Arabic voice profile. This is because the special
screen-reading commands which we (as in T&T Consultancy the
manufacturing company) feed into the Dragon product are of course in
English and you can not import English commands into a foreign language
profile. I am doing quite a bit of work with foreign language profiles
at the moment so I know this to be correct.
What this means in summary is that certainly he could have full control
over the computer using his voice. Indeed we have a number of users who
are physically disabled in the way described in the message below and
they are using the computer to do much much more than word process,
manage Email or surf the web. However, this would need to be done
using English.

There is a solution which allows people to dictate into the
computer and receive feedback from a screen reader. It is the most
readily available option, though it can be difficult to implement due to
the training involved. It entails the use of Dragon Naturally Speaking
voice command and dictation software

Both these solutions would allow the user to dictate into the
system. Whether he could dictate in Arabic is another matter, though he
could probably read Arabic with the system, as both Jaws and the Dolphin
products support Arabic.

My request is for advice on assistive technology available to a blind
person who has no arms. Can they still use the keyboard in any way - or
