Mark Pilgrim's Dive Into Accessibility site has been a long standing resource for accessible web design and is particularly helpful because it uses case studies to explain why different e-Accessibility concepts are relevant.

Another useful resource your colleague might find useful is Joe Clark's Building Accessible Web Sites:
