Is the DVD also Region 2?

I use DVD43 to play my American DVDs. This is a small program that
sits in the system tray and "unencrypts" DVDs when they are inserted:
just wait a few seconds after you insert the DVD. No other user
interface. It lets you play region-locked DVDs.

I downloaded it from the site below, and I haven't had any problems,
but do be aware that these types of programs are often used to
distribute viruses and other malware. Caveat downloador.
