Hi Steven,
Absolutely!   When I was a more regular traveler, I used to have several
cards of known good taxi drivers to get me about.  Necessary so you don't
cop the Brothers.

Still hav one or two.

And here's another solution.

Get hold of taxi drivers cards with their mobile phone numbers who are good
drivers, and use them as often as you can.

This practice is still legal even if the authorities position is they would
prefer you didn't do this these days.
