When Pierre Schwaar and I were looking for young crescent moons in the 90's, we
learned that the best visibilty was more than halfway from sunset to moonset.
In this case, you want to begin looking around 20 minutes after sunset, and
your best chance will likely occur a half hour after sunset. The sky has to be
dark enough to show the moon, but when it gets too low, you're looking through
too much crud, particularly in the city.
14h 30m is a difficult crescent, but still several hours shy of the record.
