It seems to me the basic premise of the article is flawed. The idea of Earth Hour is not to stop after an hour, but to continue through the night and see the savings then. The one hour thing is to demonstrate the impact of all those unnecessary and wasteful lights on the environment, not to demonstrate any dollar or energy savings during that time.
