[AZ-Observing] Re: Valley Fever: City spends $3,000 to shut off lights for Earth Hour

     From the perspective of the blog it seems the main point
should have been that things are rigged so lights are pointlessly
left on.  The notional $3000 cost could have been to make it so
"Earth Hour"-type reductions would happen all the time outside
business hours rather than for just a single event.  Then the
supposed cost (somebody had to _think_ about it) would be recouped
literally overnight.
     When the LA blackouts were in place during WWII, what sort of
conformance was there, was there any real loss of usefulness or
restriction of activity (outdoor stadium lights etc), increase in
crime, etc?
