Yes, in brief. You could include 20 Vul and then all the other stars
in the field wouldn't matter in terms of the total magnitude since they
are so much fainter.
I understand, by the way, from Imants Platais, who does a lot of
proper motion work on clusters, that he is engaged in a new study of the
field, and might have something to say about the presence/absence of
one, two, or _no_ cluster. (I'd bet a cappuccino there is no cluster
here at all, despite the double NGC designation.)
