[AZ-Observing] Spring weather prospects

     Along with the two-week forecasts issued daily by the NWS (actually
a NOAA climate group), the long-lead climate forecasts, issued monthly,
came out today.  If the moaps are to be believed, things will continue
to be wet through March.  The chit-chat that goes with the maps says:

EPISODES OF HEAVY PRECIPITATION IN CALIFORNIA AND THE INTERIOR SOUTHWEST THAT
HAVE OCCURRED SINCE EARLY JANUARY ARE THE RESULT OF UNUSUAL CIRCULATION 
PATTERNS IN THE NORTH PACIFIC OCEAN THAT ARE NOT TYPICAL OF EL NINOS.
THE SUBTROPCIAL WESTERLIES OVER MUCH OF THE NORTHERN HEMISPHERE ARE PREDICTED
TO BE SOMEWHAT STRONGER THAN NORMAL FOR THE NEXT TWO WEEKS...
