Perhaps there was debate at the time of cataloging and they compromised: one guy said 7129 is a cluster plus nebula as Megastar says, and the other guy insisted 7133 was a separate reflection nebula. The NGC Project says of course, no way! Something's got to give, so 7133 has to go. As for the 7129 cluster being in the SAC 110, hey, call it a Challenge Object!
