[AZ-Observing] Re: Problems With Bill #1186 Relative to #1218

I'm trying to find out also.
One objection to 1186 was that it impacted the private sector too much (as
opposed to the government sector).
The cursory reading I gave 1218, didn't give me the impression either way if
it only applied to state activities and buildings or both. I too will have
to read more detail.
