Yes, these are the ex-Finnish meteor-observer regions. They used
to be rather poor because no modern photometry was used (old SAO catalogue
values instead), but I think the major fix has been to adopt Hipparcos/Tycho
data for everything, which is good enough. The bad part (my opinion)
is that the regions are just too big, and right along the borders you can
include/exclude stars, or not remember just which ones you've seen, and
get a bogus result. I'd just go for specific stars and skip these. (YMMV)
