[AZ-Observing] More NGC/IC coordinates

I've copied another batch of precise (mostly) positions for
NGC/IC objects to the Lowell ftp area:
ftp://ftp.lowell.edu/pub/bas/deepsky/hgcjr.ngcpos.dat
This is based on Harold Corwin's list of identifications. The present
list shows the first 1900 NGC objects, and the first 500 IC objects.
The coordinates are good to ~0".2 for things with well-defined centers.
