I'd agree this is mostly likely a dwarf nova in outburst
rather than a traditional galactic nova. Might be one of Steve Howell's
TOADs --- Tremendous Outburst Amplitude Dwarf nova. At max magnitude of 16,
it is not surprising this has been overlooked in the past, assuming
the outbursts recur at substantial intervals. Spectra are required,
of course, which means a big telescope.
