With a title like, MIL-HDBK-141, I should have guessed this was a US government 
publication but I didn't make the connection. I was contacted privately, 
off-list, yesterday by someone echoing Andrew's comments. Most US government 
publications of this type are public domain material, since the work was 
publicly funded. Andrew's approach seems the right way to go.

BTW Joe, thanks for going to all the effort to make the information available. 
I'm not an ATM'er but I'm sure there are plenty of folks on this list and 
elsewhere who will find your webpage a valuable resource.
