I should note I looked only for state laws, not city/county ones,
if they exist. It is possible some sort of permit was required to
run such advertiements, so it's possible that someone perhaps in a
city office signed off on it (building code, planning & zoning office,
or some such).
For what it's worth, searchlights were banned in 1958 by Flagstaff.
They were the only thing banned, but it was the first lighting law
anywhere on the planet! The current law allows for 'temporary lighting
permits' through the city planning director's office, so perhaps
something similar goes on in Phoenix. There's a copy of the Flagstaff
