Or, if you don't need to capture any mouse pointers, just use good old =
Word.

Capture the screens using Shift Print Scrn, Ctrl+V to paste the image =
into Word, then use the drawing tools to add arrows and text boxes and =
the like over the top of the images. =20

Snagit has contains a product called Studio which allows you to annotate
your screenshots.  That may be your best option (and reasonably priced
as well).

If I'm going to review web-based software (ie it has html pages), and
wish to incorporate screen shots in a technical report, what would be a
good choice of tech writing software to use, assuming I haven't got
Framemaker?  I want to write over the top of the screen shots to suggest
