atw: quoting rates

I wish there were some standard way of quoting rates.
On one occasion, I had my rate dropped significantly by an agent, after I
hadwritten a lengthy selection criteria, because I had quoted the rate
exclusive of payroll tax, on the agreed basis that the agency would pay the
payroll tax, but then afterwards, that turned out not to be their normal
practice, so they dropped my exclusive rate by the amount of the payroll
tax.
That's because the consultant understood it differently from the manager. So
my final rate was dropped by 13.7 percent, (2 times the payroll tax). We
then canned the application.
I know of at least 3 agencies in Canberra that push the payroll tax onto the
applicant, but most agencies do not. In my opinion, those that do have an
obligation to say so, and if the consultants dont understand it then it's a
sort of de facto fraud committed by the company. What bedevills me is that
somany recruitment consultants do not understand the very simple concept of
payroll tax. If the applicant is not payroll tax exempt (for reasons that
dont need to be discussed here,) then the quoted rate must have payroll tax
added to it, (in Canberra = 6.85%) if the recruitment agency or the client
is not paying the payroll tax.
Surely there should be a compulsory course recruiters have to do, just so
they know what they are talking about and get it right from the start.
