atw: What do you do first?

Set up two systems:
1. one to handle incoming demands and place them in priority order, and
2. the other to handle requests for system changes.

  You start a new job. You allocate little chunks of extra time to getting
  things setup infrastructure-wise, or even get lucky enough to allocated time
  for doing it. What do you do first? What exact pieces of the infrastructure
  do you focus on for how long?
