There was the AS/NZS 4258:1994 Standard for "Software User
Documentation" which has been updated to "AS/NZS ISO/IEC 18019:2007 :=20
Software and system engineering - Guidelines for the design and
preparation of user documentation for application software"

In fact, there are a lot of similar docs listed on the Australian
Standards and the ISO websites:
