You can also define a style for captions, and in the Picture style definition, set the Caption style as the following style. Then you can insert the picture, press Return, and use Insert Reference>Caption to insert a caption. All captions so defined will be included in the generated list of figures.

The paragraph style determines the horizontal placement so just put your cursor on a new line, import the picture from file then centre the 'text'. This can be done using a 'centred' style or by doing a manual centre (style override).

There is no need for repeated <Enter> or tables.

Personally though, with steps, I like to align the graphics with the left indent level of the step text.
