Christine, perhaps it means "documenting software toolkit applications".
Though it would still be unclear whether they want you to document
applications developed with the use of the toolkit, or to document
how to use a toolkit to develop applications.
To give an example, I worked for a company that developed
software for doing system administration tasks on UNIX such as
backup and user admin. They'd developed their own toolkit
("the Functional Toolset") for writing full-screen applications
so that they could be run unchanged from a dumb terminal,
UNIX workstation GUI or Windows.
In this case, "documenting the toolkit application" would mean
something like writing a user guide for the backup product.
"Documenting the application toolkit" would mean explaining how
to develop new applications by invoking the tools from another
program, all the keywords and options for each tool, and so on--
like documenting a programming or macro language, or an IDE.
