Hi Brian,
Over here in the west, the Minister says she lets the
Commisioner make all the operational decisions.
I think you're reading a bit too much into crime stats
and that your beliefs are maybe rooted in times past.
I disagree with most of your points because each crime
reported gets a number and job sheet. The stats are
based on the reports, not on what the police decide is
the way to deal with them, or how many police are in
the station at the time of the report. (Though, I
could see that if there were no people to take the
reports, some frustrated victims may decide not to
wait.)
If you look further into the ABS site (say at
http://www.abs.gov.au/Ausstats/abs@.nsf/Lookup/3D1FE728E7A96D23CA256CAE001052A2)
you'll see that most property crimes are deemed to be
incomplete with very few "offenders proceeded
against". Crimes against person seem to be the focus
of most of the police power. This matches my
experiences as a victim of assault and of
thefts/burglaries.
These stats don't look at the outcomes of the court
hearings, but I imagine those stats do exist.
Thanks for the reminder, Mike. I have seen one person
convicted of a traffic offence we witnessed, and one
who broke my nose after I interrupted him and his
mates breaking into my girlfriend's place. Apparently
I deprived him of his 21st birthday present--which/who
would've been my girlfriend or another occupant of the
female-only residence.
