Hi Christine,
This may not be an issue for you, but apparently pictures inline with text
causes parsing problems with Translation Memory tools. Of course, this is
only an issue if you translate using one of these tools, but FYI.
When I came here, the standard for a particular deliverable was to use
GIFs of all icons and buttons as much as possible. All great until I got a
new manager with translation experience last year, and she immediately
said this would be a translation issue. I still prefer the graphical
nature of including the icons, but that pales into comparison of the cost
of the translation memory being less than optimal.

Hi Christine
Be wary of using pictures instead of text as they are then not
searchable - ie if your user wants to search for the meaning or useage
of the F1 key they will not be able to if there is no F1 in the text.
