Most graphic software can tell you the colour of a pixel, even humble
Microsoft Paint (assuming the image is in a format it can read). Use the
eyedropper, click on a pixel, then choose Colours > Edit colours >
Define custom colours. Your eyedropped colour will appear along with its
RGB (which will be the same for greyscale) and from that you can deduce
the grey level.

Or did you mean the percentage of black and white overall in the image?
