I've seen the same thing, but driving it from the company end is a growing 
trend to move to a preferred agency model.

It cuts down on the paperwork for them if they only have to deal with two or 
three agencies for their contractor needs.

Some of the bigger companies (mining, engineering and even government 
departments) I used to deal with in WA through other agencies now have 
"in-house" agencies for their contract staffing needs.

If the trend continues then it is going to make it that much tougher for 
tech writers to get a foot in the door, especially working direct.
