As for CMS - of the different CMS systems I have reviewed recently, plone
seems to cover things well (http://plone.org) ....
Depends what "things" you want to be able to do. For example, if you
need to do a lot of conditional processing and track reuse it's not so
good.
CMS covers a multitude of sins and a WCMS such as Plone is not
necessarily good for managing publishing stuff other than web pages.
There is so much variation in CMS and XML tools and processes that
which set is good for you is very dependent on what you are trying to
achieve. I'm not beating you up (or I hope you don't take it that
way), I'm just pointing out that there is a big YMMMV when
recommending tools.
