Further research (limited, hasty, superficial) suggests that this was 
previously a matter of law but is now a matter of bank policy. Most banks 
appear to say that they won't honour a cheque where the two amounts differ.

It is much easier to forge figures than words.  If someone fiddled 
one of my cheques, I'd expect the bank to reject it.  And recompense 
me if they inadvertently paid out.
