No, you won't find a template on the Internet, purely because RFT documents
aren't "off the shelf", they are written specifically around the terms and
conditions that a particular organisation wishes to impose for the Ts&Cs of
the tender itself, the Ts&Cs of the proposed contract that will be offered,
and the scope of works for the goods or services being sought, and, of
course, the selection process and criteria, etc.

Having written tenders and contracts on and off for 15 years, please be
assured that I'm not a lawyer and have never worked in any organisation
where lawyers have any say in an RFT - they wouldn't have a clue, therefore,
no one would ask them.

While I have examples of work that I've done, which I would consider
providing, the difficulty is that you would have to rewrite and tailor the
end to end document, including terms of the contract, to fit with the legal
requirements of the organisation you're currently working in and the nature
of the particular scope for which you're going to tender - and I'm
definitely not referring to doing a universal replace for a company name.
 If only it was so simple.

Have they never tendered for anything before?  Is this really the first
tender they've ever done?  Most organisations would at least have prior
tender documents to draw upon, even if they don't have standardised
materials.

Of course, you could always just go to a federal or state government web
site, search their current tenders and download a copy of something.  Again
though, there are more dangers in that than I care to think about if you're
not familiar with tenders and contracts.  They're not all the same, they're
not "off the shelf" or "one size fits all".

I hope the tender isn't high value!
