Well, I guess it depends what you mean by 'stable'. If you mean that the
list's not going to suddenly reformat or renumber itself, then that's true
enough. But the list's structure will be severely affected by a decision to
split one of the list items into two, or amalgamate two items into one, or
just add or delete an item - particularly if you use any cross-references.
Even though it may be less work to fix it than to handle Word's
idiosyncrasies, that's still not what I'd call a totally stable method! 

(Obviously I'm only quibbling about your use of words, not about your method
itself.)

Geoffrey,
I avoid Word Numbering completely.

A hand-crafted numbered list works for me, and it avoids tears.
Set up a style with an indent and a tab.

For short lists the effort of typing the numbers is trivial.  Renumbering a
short list is still easier than wrestling with Word.
This method is totally stable.
