Don't use "Normal" -- create a template with the required settings, and save it 
as 
something no user is likely to have. (Maybe put a "corporate standard" prefix 
on 
it, to open up an opportunity to define other non-user templates in future.)

Then the user's Normal template shouldn't get involved.
