One alternative approach that might work is to set the hyperlink base to be
the subdirectory containing the target files (as you were), then, for the
links whose targets are other parts of the menu file itself, use relative
links of the form "..\menu-file-name.doc" (you might need a pair of
backslashes).

(A relative link is one that does _not_ start at the base of the file
structure -- instead, the path is relative to some default directory. For
example, a link beginning with ".." means "from the parent of the default
directory".)

I don't know of such behaviour, and I'm using Word 97.
