I reckon frames are the worst for stability and editability. I agree
with Warren that the best option is to use paragraph styles and insert
pictures "in line with text". Remember, anchors are for... creating
hassles. :)

Yeah, tables are not great for handling transfers. I only use lots of tables
when print is the preferred medium. Outside that, best to use paragraph
styles, character styles and not much else.
