I often do this. Tables can blow out your file size, but providing file
size is not an issue, tables do make the graphic position stable.
There are lots of settings for floating graphics that are supposed to lock
the graphic to a set position, but I have never taken the time to be certain
what each does. Intuitive guesses on the fly sometimes work and sometimes
don't.
If anyone knows of good documentation that explains these settings and has
identified one that makes the graphic position 100% stable, I would love to
see it. I'll put it on my blog if we get a good explanation.

I often find jumping-around type problems with graphics in Word. Using the
Confluence wiki where graphics really jump around and coping with it by
always putting graphics into single-cell tables in the wiki I thought I'd do
the same in Word. It seems to eliminate any problems but I wonder if anyone
has thoughts for or against for doing this.
